José Antonio has more than twenty years of experience in the field of Administrative Law and Constitutional Law. He is also dedicated to legal advice in Public Procurement matters.
He has been legal manager of Indecopi (the competition and consumer authority) and served as Secretariat of the Council of Ministers, among other public positions. He has advised foreign companies in complex public-private partnership processes.
He has a lawyer degree from Pontificia Universidad Católica del Perú and a Master’s Degree in Public Administration Law from Universidad Rey Juan Carlos of Spain. He is a law professor at Pontificia Universidad Católica del Perú, Universidad ESAN and Universidad del Pacífico. He is the author of the book Actividad de Fiscalización en el Procedimiento Administrativo Peruano (ESAN, Lima, 2022), among other papers and publications of his expertise.
